John P. Rowan, 82-42 Penelope Avenue, Middle Village, NY 11379-2347, (718) 326-4656.

I am a candidate for At-Large Director. Since 1981 I have been active with VVA. I am LM #29 and a founding member and first President of Chapter 32. At the inaugural Convention in 1983 I was elected to the first of three terms on the National Board of Directors, the last as Region II
Director. From 1989 to 1995 I remained active at the Chapter level, serving as Treasurer, President, and Membership Chairman, a position I sill hold. In 1995 I become the New York State Council President and was reelected four times. From 2000 to 2002 I was Chairman of the Conference of State Council Presidents, which included representing them on the National Board. I have served on several National Committees, including the Finance Committee.

As an At-Large Director, I would hope to use my knowledge and experience to insure that the organization functions at an optimum level in order to achieve our goals. In particular I am concerned about the level and quality of the health care being provided by the VA. We must lead the charge for full funding for the VA, but we must also monitor the effectiveness and efficiency of the health care system.

After retiring last year, I began working as a Service Representative. This is another area that could use some attention from VVA National. It sill takes the VA too long to complete a claim, and there are still veterans who are not aware that they are entitled to compensation and other
benefits. We must rectify these problems. I hope that you will give me an opportunity to serve you.
