Philip (Phil) Litteer

I enlisted 1966, Army Private E-1, graduated OCS, was assigned to the Third Armored Cavalry, became Troop Executive Officer, discharged as First Lieutenant 1969. Overseas duty, Germany. Married to an Army Nurse since 1969, Teri and I have two sons and three granddaughters. Our elder son is an Army Captain serving in Afghanistan.

After discharge, I earned bachelor's and master's degrees, attended Law School, earned my Juris Doctorate 1988, am an attorney and legal advisor to a NY Supreme Court Judge.

Advanced from part-time youth counselor 1975, to twice-elected Town Supervisor (highest elected Town officer; Population 40,000; $9 million budget) and Chair, Henrietta NY Town Council 1982-1985.

I have served VVA as Chair, National Governmental Affairs Committee; Chair, National Constitution Committee; Chair, Convention Rules Committe; National Parliamentarian; Chair, Convention Resolutions Committee; Member, National Veterans Benefits and Constitution Committees; Presenter, National Leadership Conferences; ten-year Director, and Vice President, Chapter 20 (Life Member), Rochester, NY; Delegate, State Council.

The Vice President's first priority is to be immediately available to serve in the President's absence. I pledge to work faithfully at our President's side, regardless of who is elected to that post, insuring that we are always on the "same page."

I am a skilled leader in bringing people together. I cannot promise solutions to all of VVA's challenges; however, I can promise that I will always try.

My record shows that I believe in working my way up. I am experienced, and will be honored, to be your Vice President.
