P-12-07
PUBLIC AWARENESS FOR VETERANS BENEFITS CAMPAIGN

Issue: Veterans of the United States armed services earned their benefits while in service to our country.  Unfortunately few veterans know how to claim them.  Some veterans are eligible for health and prescription care and still cannot afford to pay for their drugs.  Some veterans even die because they cannot get their medicine.

Proposed Position: The members of VVA call for the Public Affairs committee to do whatever is necessary to budget at least $20,000 in the 2008 budget to advertise to not only the membership but to the public and to publicize the availability of veteran’s benefits and how to claim them.  Further the membership instructs the leadership to encourage the chapters to publicize the availability of service officers to file claims.  We further request that a letter be sent to the Veterans Affairs Department with a copy of this resolution.

Financial Impact Statement: In accordance with VVA procedures requiring an expenditure estimate required to implement the Resolution, it is submitted that the expenditure of $20,000 is required and would be for creating various forms of public advertising.

GOLD STAR MOTHERS NATIONAL MONUMENT

Issue:  The American people have not publicly recognized the sacrifice of the mothers of our fallen heroes on a national basis.

Proposed Position: Vietnam Veterans of America, at the National Convention in Springfield, Il, July 17-22, 2007, applauds our Gold Star   Mothers and supports the develop and construction of an American Gold Star Mothers National Monument in Washington, D.C. Further, each chapter and state council is encouraged to reach out to the Gold Star Mothers in their communities and to assist in the fund raising needed to construct the   Monument.

Financial Impact Statement:  In accordance with motion 8 passed at VVA January 2002 National Board of   Directors meeting which charges this committee with reviewing its relevant Resolutions and determining an expenditure estimate required to implement the Resolution, presented for consideration at the 2007 National Convention; this committee submits that implementation of the foregoing Resolution shall have a negligible financial impact since it requires only the publishing of the resolution in The Veteran.
